I called Elbert County sheriff's office and Deputy John Reese Norman came out and listened to me and even though my water rights and easement rights are listed on the deed of the property that I bought when I bought the property and are available to view on the county website. Him, his commanding officer and the so called investigator (who didn't look at the evidence I provided) decided this is a civil matter!

The reason I know he did not look at the evidence is because I a sims card taped to the inside of the evidence folder and it had not been removed. I had supporting documents that proved I purchased the water rights when I purchased the property, as well as the crimes that had been committed.

I wrote a statement for the sheriff's department:

Please Note That Many more crimes were committed since this letter. Because the sheriff department refused to uphold the law, I see them as "Accessory After The Fact", "Aider and Abettors"!

I am acting as the "complaining witness" and the victim in this process. I am also willing to be a witness in a court of law Waco Garrett Anthony and Jessica Clark and Mary how are the offenders.

I have 3 surrounding households at family members conspiring together to block access to water and force me to pay for water. They all know a water contract was signed at closing giving me water and easement rights making this a felony real estate fraud, extortion, reckless endangerment/aggravated assault, trespassing, theft and it does fall under the Rico at.

I bought this home 9 years ago and when I did Jessica Clark and Anthony Clark signed their water rights over to the deed because they were sharing a will with Jessica Clark's grandmother Mary house. We each had our own water system set up at the will that fed our own homes which actually worked out perfectly. We have been sharing the will for 9 years with no problems. I have pitched in on electricity, the maintenance and repairs during this time.

This is what changed

2 years ago Waco had a plumber cut my water line and hook it to Mary's water system then he removed my system without my permission.

In June I got Kune Kune pigs

Sometime the end of June into July Waco called my sister and I over to the fence and he told me he was going to start charging me for water I told him then he couldn't do it because I have water rights that if he did it would the illegal and told him it would be extortion trying to charge me for something he doesn't own. I follow the conversation up with the letter and then when he responded in writing.

Then one morning I was feeding the animals and I saw Waco at the wheelhouse and when I went in to wash my hands the water was off I called him and he said he was installing a water meter.

On August 31st Waco drove up and gave me an invoice for water but they do date of 9:15, I told him then I wasn't paying it because I have water rights he told me he would shut the water off if I didn't. On August 24th he put a note saying if I didn't pay the water on the 25th that he was cutting the water off on the 26th and he did.

10/4/25 my sister and I were going to go get feed from Floyd's farms and on the way I stopped at Waco shop and told him that when I get done with my errands I'm going to go over there and turn the water on so I can take me a shower because I knew I was going to be covered with us from getting the feed. He told me that I couldn't do that and I said oh yes I can and then he said I've got a lock on the door and I said that's okay I've got deadbolt cutters. So by the time I got home Anthony had put his tractor up against the door of the wheelhouse so I couldn't get in.

10/7/25 I saw Anthony get his tractor to load hay a video of him driving it and then I videoed him parking it back in front of the well house to block access. This proves Anthony and Waco were working together to block my water rights.

15 days later 10/10/25 I was tired, worn out and old and was forced to pay the water bill in order to get some rest and peace of mind knowing my animals would not die if I gave up all the physical work bringing in water in 5 gallon buckets to keep everyone alive.

I received another invoice for October that I did not pay it it had disconnected for 11/25/25.

On 11/26/25 scared I would get the water turned off again they forced me to pay.

A person can survive for about 3 days without water. Farm animals can only live a few days without water, chickens can barely make it past 24 hours.

Crimes committed

Waco Garrett, Mary Howell, Anthony Clark and Jessica Clark all agreed that Anthony and Jessica could sign their water rights over to the deed of this house and they backed up their intentions with water contract. Now for them to agree to cut off the water supply is fill any fraud or feel any real estate fraud.

Waco Called a plumber involved is Raphael from H&H plumbing (he removed my tank and connected me to Mary's water system) then Waco stole my water system.

Sending invoices for water knowing there's a water contract is fraud

To shut off the water to force the payment and money's is extortion

Leaving the water off for 15 days is at least aggravated assault

If you live on a property and you allow your family members to cut off water to a neighbor knowing there's a contract, it makes them accessory to the crimes.

Claiming to be the executor of an estate that is not recorded with the county is fraud.

When a group of citizens work together to defraud another US citizen that falls under the Rico act. (Selling a property that they say has water rights backing it up with the water contract that grants water easement and water rights and then work together to collect money illegally through invoices and then to cut off the water flow to the property to force payment. They have been several crimes committed within the 10-year period that are related, correlates to the RICO act.) Their action at the least is felony conspiracy to commit fraud.

The Whole County Is Corrupt! They All Belong In This Detention Center!

I say that because The Sheriff's Office should be a stand alone entity and instead the City Of Elberton is doing business as Elbert County Sheriff! Counties, Cities and states are supposed to be operating with 3 branches of government, Administration, Executive and Judicial and what Elbert County has done is split the executive branch and gave half of it to the sheriff and the other half to the county commissioners for profit. This is not just Elbert County, it is every county in the country!

When Elbert County Commissioners have the public meeting for the public it is really a fake meeting because the week before is when they have a private executive meeting that none of the public get to attend. The meeting for the public is just for show and them pretending to want to hear what you have to say!

All cities, counties and states are foreign for-profit railroad corporations and I chose to do something about it and served them aa invitation to restructure the county government so it would be operating properly under the Constitution. The other invitees to this meeting are "CHAIRMAN OF CHARLOTTE COUNTY COMMISSIONERS, CLERK OF COURT FOR CHARLOTTE COUNTY FLORIDA, SECRETARY OF STATE, COMPTROLLER CHARLOTTE COUNTY FLORIDA, CHIEF JUDGE CHARLOTTE COUNTY FLORIDA, FLORIDA STATE SECRETARY OF STATE, ADJUTANT GENERAL OF FLORIDA, FLORIDA STATE GOVERNOR, SECRETARY OF STATE UNITED STATES OF AMERICA, UNITED STATES SECRETARY OF STATE, JOINT CIVIL AFFAIRS UNITED STATES MARINE CORP, OFFICE OF THE PRESIDENT OF THE UNITED STATES OF AMERICA, COMMANDER IN CHIEF, THE FIRST FAMILY,THE PRESIDENT OF THE ORGANIZATION OF AMERICAN STATES AND THE PRESIDENT OF THE INTERNATIONAL BAR ASSOCIATION" along with any other county that has been served the invite! I can also inform you that because of the dumb legal actions done by Charlotte County that it has been escaladed to the Department of Navy Litigation.

Not only did I serve the appropriate people in Elbert County but I took copies over to the Sheriff's Department and the City Of Elberton Police Department! That way they would know the Calvary is coming!
